Weather Alert!!!: Needles, CA: Monsoon Storms Hitting Needles and Colorado River Tri-State Area.
Monsoon storms are hitting areas around the Needles, California and the Mojave Desert area of the San Bernardino County, California as well as areas around the Colorado River Tri-State areas of California, Nevada, and Arizona.

Thunderstorms with lightning as well as moderate to heavy rain fall and gusty winds being reported.

Please use caution when driving, keep away from flooded washes and creeks, and be weather prepared.

Public Workshop Regarding City of Needles’ “Residential Rental Property Inspection Program” This Wednesday.

 

Needles, CA: Members of the Needles Planning Commission as well as the public are getting ready for an important public workshop meeting being held at 4:00pm PT on Wednesday, August 1st, 2012 to discuss the City of Needles’ Proposed Residential Rental Property Registration Program. There will be a staff report from the City of Needles as well as a Power Point Presentation regarding this agenda item.

ZachNews has learned that the City of Needles’ “Residential Rental Property Inspection Program” will:

– Require registration of all rental property units with the City of Needles and pay a fee when registering which no information onto how much will that fee cost.

– Rental properties units would undergo an initial inspection by the City of Needles the first year of the City of Needles’ “Residential Rental Property Inspection Program” which will ensure compliance with appropriate codes.

– Rental properties owners during the second and third year of the City of Needles’ “Residential Rental Property Inspection Program” could self-certify that rental property units comply but if there are no deficiencies or complaints filed against that property,

– Rental properties owners would be required rental properties that the exterior areas of the property is clean within 15 days of tenants moving out of that property.

Some questions remain unanswered regarding the City of Needles’ “Residential Rental Property Inspection Program” such as:

– How much will the registration fee cost?

– What will the money collected from the registration fee be used for?

– Does this registration fee being collected be use for hiring a second full-time code enforcement officer for the City of Needles?

– Will this registration fee be passed onto renters?

– What will be the impact to both the City of Needles and the public if the program is passed?

ZachNews has been requesting to the City of Needles and Secretary to the Planning Commission Board Cindy Semione for a copy of the public agenda packet regarding the City of Needles’ “Residential Rental Property Inspection Program” and gotten nothing.  

As of Tuesday, July 31st, 2012, ZachNews has been told by City of Needles City Clerk Dale Jones that a copy of the City of Needles’ “Residential Rental Property Inspection Program” can be viewed at the City of Needles Administration Offices located at 817 Third Street between E Street and F Street in Downtown Needles, California and there is a fee for copies.

In early July 2012, the Needles Planning Commission planned to hold a public hearing meeting to consider all evidence and testimony for or against approval of “Amendment of Needles Municipal Code Section 6-20 to include “Residential Rental Property Inspection Program” requiring property used as rental property to be registered and inspected by the City of Needles. This public hearing meeting was going to be held during the Needles Planning Commission Meeting scheduled for 4:00pm PT on Wednesday, July 18th, 2012.

But a source told ZachNews that calls from renters, landlords, and rental property owners were coming into the City of Needles Administration Offices expressing anger at both the City of Needles and the Needles Planning Commission for not properly notifying them about this agenda item and program which many heard about the City of Needles’ “Residential Rental Property Inspection Program” after the agenda item was seen in the local newspaper and on the internet.

On Monday, July 16th, 2012, the Needles Planning Commission Meeting which was scheduled for Wednesday, July 18th, 2012 was cancelled and a public workshop meeting regarding the City of Needles’ “Residential Rental Property Inspection Program” was schedule for 4:00pm PT on Wednesday, August 1st, 2012 at the Needles City Council Chamber located off of J Street near Bailey Avenue in Needles, California which this public workshop meeting is to help have the public comment on this program.

The public is encouraged to attend these public workshop meeting and many renters, landlords, and rental property owners are planning to be there to comment on the City of Needles’ “Residential Rental Property Inspection Program.”

Presentation Calls Out Blight and Trash In Needles.

Needles, CA: During last Tuesday Needles City Council Meeting, members of the Needles City Council as well as the public got to see an eye opening look at the blight and trashiness around the City of Needles.

As part of the “City of Needles Clean Up Project”, the presentation given by Committee Chair Cathy McConnell and Western Regional Consulting representative, Elaine Cullen, described empty lots and dirt areas along Interstate 40, from local businesses to residential properties.

Nobody was exempt from the ridicule of Cathy McConnell; “low income”, “trashy”, “eyesore”, and “blight” were the favorite words used by Ms. McConnell.

How much anger do the members of our community feel whose properties were put on display and used as bad examples of our town’s appearance?

BK’s Pepper Lounge Closes Tonight.

Downtown Needles, CA: BK’s Pepper Lounge located at 533 Front Street in Downtown Needles, California is closing their doors tonight.

 

Tough financial times have now brought this friendly hang out place to close their doors on Saturday, July 28th 2012.

 

Many who have heard the news of BK’s Pepper Lounge closing are sad to hear the news and will be missed.

 

A closing party has started at 6:00pm PT and will end at 2:00am PT Sunday morning.

In regards to the “Residential Rental Property Inspection Program” agenda; Item #4 on the Needles City Council meeting Agenda for Tuesday, July 24th, 2012.

According to the Needles City Council Meeting Agenda for Tuesday, July 24th, 2012 in regards to Item #4, “This public hearing has been canceled and will be rescheduled at a later date. Required notice will be given at that time.”

ZachNews has reported as of Monday, July 16th, 2012 that the public notice meeting regarding properties used as rental properties was cancelled on Wednesday, July 18th, 2012 at 4:00pm PT and was rescheduled for Wednesday, August 1st, 2012 at 4:00pm PT.

ZachNews received this information regarding the rescheduling of the public notice meeting regarding properties used as rental properties on Monday, July 16th, 2012 as ZachNews was coming by to the City of Needles Office to requesting the public agenda packet regarding the “Residential Rental Property Inspection Program” agenda.

ZachNews Reported Zachary Lopez talked to Patti at the City of Needles Office who contacted Secretary to the Planning Commission Board Cindy Semione and told Patti that the Planning Commission Meeting had been canceled and was rescheduled for Wednesday, August 1st, 2012 at 4:00pm PT.

Patti also asked Cindy if there was an agenda packet regarding the “Residential Rental Property Inspection Program” agenda but was told by Cindy that there wasn’t one available.

Still getting nowhere in getting a public agenda packet regarding the “Residential Rental Property Inspection Program” agenda, ZachNews asked City of Needles City Manager Dave Brownlee after the Board of Public Utilities Meeting which was held on Tuesday, July 17th, 2012 that ZachNews hasn’t received our copy of the public agenda packet regarding the “Residential Rental Property Inspection Program” agenda and asked that we please be sent a copy of the public agenda packet as soon as possible.

City of Needles City Manager Dave Brownlee told ZachNews Reported Zachary Lopez that he will tell Cindy to send us a copy.

As of Tuesday, July 24th, 2012, ZachNews Reported Zachary Lopez again went down to the City of Needles Office and asked if ZachNews can get a copy of the public agenda packet regarding the “Residential Rental Property Inspection Program” agenda.

Secretary to the Planning Commission Board Cindy Semione came out to talk to ZachNews Reported Zachary Lopez and said that we never asked for a copy of the public agenda packet regarding the “Residential Rental Property Inspection Program” agenda and we told that I wasn’t allowed to receive a copy.

ZachNews Reported Zachary Lopez told Cindy that we have the right to get a copy of a public agenda item and request again that we get a copy of a public agenda packet regarding the “Residential Rental Property Inspection Program” agenda as soon as possible.

ZachNews will not be lied to or be in anyway discredited by those who do not keep to the promise of informing the public and all media about important public agenda items.

Aurora, CO: Colorado Governor John Hickenlooper announced on Tuesday that a fund set up at GivingFirst.org to help the victims and survivors of the deadly movie theater massacre at the Century 16 Movie Theaters in Aurora, Colorado has reached $2 million dollars.

“We are very grateful and encouraged by the support so far for the victims in Aurora,” said Colorado Governor John Hickenlooper. “The needs will be great and we look forward to seeing the fund grow exponentially. This money will help those impacted by this tragedy begin to recover and rebuild their lives.”

Warner Bros., the studio behind the new Batman movie, “The Dark Knight Rises”, has made a large donation to charities supporting the victims of the deadly movie theater massacre in Aurora, Colorado.

Tuesday also brings news of a new baby as a father shot during the deadly movie theater massacre in Aurora, Colorado remains in critical condition.

According to CBS affiliate KCNC Channel 4 in Denver, Colorado, the baby of a man critically injured in the shooting was born at University of Colorado Hospital on Tuesday morning. Hospital officials said Hugo Jackson Medley was born at 7:11am MT and that he and his mother Katie are doing well.

The news is comes a day after the face of evil appeared in court Monday morning at the Arapahoe County District Court in Centennial, Colorado.

The suspect, 24 year old James Eagen Holmes was seen walking into court wearing red hair coloring and appeared to be dazed and almost falling asleep.

During a news conference outside of the courtroom on Monday, Arapahoe County District Attorney Carol Chambers told the media that the legal proceedings against theater shooting suspect James Holmes are, “not a slam dunk.”

“In a case like this, the investigation doesn’t stop. It will continue right up to the trial,” said Arapahoe County District Attorney Carol Chambers.

Arapahoe County District Attorney Carol Chambers said that the trial could begin within a year.

“If a death penalty is sought, that’s a very long process” that would require interviews with hundreds of victims and witnesses and “could impact people’s lives for years,” said Arapahoe County District Attorney Carol Chambers.

A final decision on whether to seek the death penalty “will be made within 60 days of the suspect’s arraignment,” said Arapahoe County District Attorney Carol Chambers.

The public defender Daniel King who is representing The 24 year old suspect declined comment after the hearing.

The district attorney’s office plans to file formal charges on the 24 year old suspect on Monday, July 30th, 2012.

The 24 year old suspect is being held without bail and is in isolation at the Arapahoe County Jail in Centennial, Colorado.

12 people were killed and 59 people were injured in the shooting massacreinside the Century 16 Movie Theaters in Aurora, Colorado last Friday night of July 20th, 2012.

Aurora, CO: The face of evil appeared in court Monday morning at the Arapahoe County District Court in Centennial, Colorado.

The suspect, 24 year old James Eagen Holmes was seen walking into court wearing red hair coloring and appeared to be dazed and almost falling asleep as the judge set a date for which charges will be placed on the 24 year old suspect involved in the deadly movie theater massacre in Aurora, Colorado last Friday night on July 20th, 2012 which killed 12 people at the Century 16 Movie Theaters well they were all watching the premiere of the new Batman movie, “The Dark Knight Rises.”

The suspect will be formally charged on Monday, July 30th, 2012.

** Incident at Suspect’s Apartment: **

– All hazards have been removed.

– The FBI Evidence Response Team (ERT) remains on scene processing the apartment for evidence. This will be the case for several more hours. The FBI ERT will continue those efforts tomorrow.

– The hazards have been removed and transported to a disposal site.

– All evacuated residents can return to their homes. With the exception of 1690 Paris Street. This building will remain secure for the purpose of preserving evidence.

– The only remaining street closure is in the 1600 block of Paris.

– The controlled detonation was successful. Still more work to be done in the apartment to include dealing with other devices. There is a possibility of more controlled detonations. We will keep you updated. Streets open now.

– Primary goal is to complete this operation in a manner that is safe for all personnel involved and the public. With that in mind, there is no estimate on how long this will take.

– There are three phases to the operation:

1. Render a safe entry and remotely mitigate the trip wire. This may cause a fire and/or explosion.

2. Safely remove approximately 30 various devices inside and an additional 30 aerial shells. These will then be taken by sand trucks to a disposal area and either burned or destroyed by counter charges.

3. Continue the investigation with the Aurora Police Department being the lead agency and assisted by numerous other agencies.

– We are confident this will be completed today.

– This will be done with help from the following agencies: Aurora Fire Department, Adams County Sheriff’s Office, Arapahoe County Sheriff’s Office, Denver Police Department, Federal Bureau of Investigation, Bureau of Alcohol, Tobacco, Firearms and Explosives and Rural Metro Ambulance.

– We will update the progress of this operation as the three phases unfold.

** General Information: **

– 70 victims total – 12 victim are confirmed dead. An additional 58 people were injured.

– 10 victims died in the theater and 2 died later at area hospitals.

– Death notifications are being made to the families tonight.

– Officials from the Aurora Police Department met with family members and friends of some of the victims for approximately 90 minutes earlier today. Families were informed that identification of the deceased victims will be confirmed tonight.

– The final bodies were removed from the theater at approximately 5:15pm MT. There are no victims left inside the crime scene.

** Suspect: **

– The suspect, James Eagen Holmes, DOB: 12.13.1987, will appear in court on Monday, July 23, 2012 at 8:30am MT at Arapahoe County District Court, located at 7325 S. Potomac Street, Centennial, CO0.)

– He recently left the University of Colorado Denver’s Graduate Program in Nueroscience. He left the program voluntarily.

– He is originally from Riverside, California and attended the University of California.

– Neighbors reported that he lived alone and kept to himself.

– At 7:30am PT on Friday, July 20th, 2012, Police escorted a man out of the home in Rancho Penasquitos, California and whisking him away in an unmarked police sedan. The man later identified as the alleged gunman’s father and was being sent to Colorado to help in the shooting investigation.

– At 8:30am PT on Friday, July 20th, 2012, San Diego police lieutenant Andra Brown came out of the home of Holmes’ family and distributed a written statement in regards to the shooting at Century 16 Movie Theaters in Aurora, Colorado from the family.

“Our hearts go out to those who were involved in this tragedy and to the families and friends of those involved. We ask that the media respect our privacy during this difficult time. Our family is cooperating with authorities in both San Diego, California, and Aurora, Colorado. We are still trying to process this information and we appreciate that people will respect our privacy.”

** Actual Shooting Incident: **

– Weapons recovered from Holmes were an AR-15 rifle, a 12-gauge shotgun, and at least one of two 40-caliber handguns, as well as the ballistic tactical helmet, protective gear for his legs, throat and groin, black gloves, and a gas mask.

– The four weapons found at the incident were purchased at local gun shops.

– Ammunition for those weapons was purchased on the internet. Total count of ammunition was 3020 .223 rounds, 3550 40 caliber rounds, and 350 12 gage rounds.

– Multiple .223 magazines were purchased to include a 100 round drum magazine.

– Authorities believed that Holmes propped opened an emergency exit door inside the theater, went to his car parked in the back parking lot of the Century 16 Movie Theaters, picked up his weapons and put on his protective ballistic tactical gear and gas mask. Holmes than hurled a gas canister into the movie theater than began shooting at the crowd inside the movie theater.

– Authorities believed that Holmes than exited the movie theater and started heading to his car.

– Aurora police arrested Holmes in the back parking lot of the Century 16 Movie Theaters. Holmes identified himself to police as “The Joker”. Holmes had red hair coloring in his hair.

– Holmes was booked into the Arapahoe County Jail at 3:40pm Friday afternoon.

** Apartment Building: **

– 1690 Paris St will remain evacuated along with four other nearby buildings. Operations at the suspect’s address have been suspended for tonight, but will resume tomorrow.

– Various Federal and local law enforcement agencies are assisting with the investigation.

** Additional Information: **

– The persons evacuated from apartment buildings at or near 1690 Peoria St will have shelter and assistance at Central High School.

– There will be additional police officers at four Aurora theatres through the weekend.

– The Arapahoe County Sheriff’s Department and Denver Police Department will provide SWAT assistance for Aurora if needed for events unrelated to the shooting if needed.

– The Town Center of Aurora will be open tomorrow.

– The City of Aurora will be sponsoring a memorial vigil in front of the Aurora Municipal Center on Sunday, July 22nd, 2012 at 6:30pm MT. The Governor and the Aurora City Mayor will be there to speak.
