A magnitude 3.8 earthquake shook Indio, California at around 10:25 pm PT on Friday, May 29th, 2015.

According to the United States Geological Survey, the quake hit and had a depth of 4 miles, and the epicenter was about 14 miles north of Coachella, California and 22 miles east of Palm Springs, California.

People reported felt the earthquake in Coachella, California, Palm Springs, California, Twentynine Palms, California, and in Temecula, California.

At this moment, there has been no deaths, injuries, or damages reported.

Newberry Springs, CA: Deputies arrested several suspects and seized over 7,300 marijuana plants.

Newberry Springs, CA: Deputies arrested several suspects and seized over 7,300 marijuana plants.

According to the San Bernardino County Sheriff’s Department, over a two day period between Tuesday, May 26th, 2015 and Wednesday, May 27th, 2015, members of the San Bernardino County Sheriff’s Department Marijuana Enforcement Team conducted investigations resulting in the service of seven search warrants at residential properties in Newberry Springs, California.

The locations were found to have large scale outdoor marijuana cultivations occurring on the properties.

The investigations revealed all of the marijuana cultivation operations were illegal and not in compliance with California medical marijuana laws and/or the County of San Bernardino ordinance regulating marijuana cultivation.

The investigations resulted in total seizures of over 7,300 marijuana plants and approximately 50 pounds of processed marijuana.

Most of the suspects were contacted, interviewed and released at the scene.
Of the 24 suspects identified by investigators only 8 were taken into custody after nearly a 3 hour stand off at the residence located at 41227 Silver Valley Road in Newberry Springs, California.

The suspects barricaded themselves inside the residence and refused to come out.
Numerous requests were made by investigators at the scene but they were unsuccessful.

Members of the San Bernardino County Sheriff’s Department’s Special Enforcement Division (SWAT) were requested to assist with the safe removal and arrest of the suspects from the residence.

All 8 suspects were taken into custody without incident.

The large amount of marijuana seized at the individual locations suggests the suspects had no intention of abiding by California’s medical marijuana laws or the County Ordinance.

Many of the suspects were utilizing fictitious medical marijuana recommendations in an effort to deceive law enforcement personnel into thinking the operations were legitimate.

The County of San Bernardino has an ordinance prohibiting outdoor marijuana cultivations. San Bernardino County Code Enforcement personnel assisted with the cultivation investigations for administrative enforcement of County Code violations.

The San Bernardino County Sheriff’s Department’s Narcotics Division will continue to enforce California marijuana laws as well as the San Bernardino County Ordinances regarding marijuana cultivation and distribution.

Persons found to be violating state marijuana laws and county ordinances or utilizing medical marijuana recommendations under false pretenses are subject to fines, prosecution and seizure of property.

– Seized: 362 marijuana plants

– Suspects: 57 year old Dang Xaiyasone of Newberry Springs, California, 40 year old Long Thay Kang of San Diego, California, 45 year old Chanda Kang of Porterville, California, and 60 year old Bounleng Rattanavong of Fresno, California.

– Charges: Charges of Cultivation of Marijuana under review.

> Location #2: 44531 Tioga Road in Newberry Springs, California

– Seized: 450 marijuana plants, processed marijuana and cash seized

– Suspects: 32 year old Jaslene Vongphakdy of Newberry Springs, California, 28 year old Jacob Fincher of Newberry Springs, California, 56 year old Bounthang Vongphakdy of Newberry Springs, California, and 57 year old Pheng Phimmasene of Newberry Springs, California.

– Charges: Charges of Cultivation of Marijuana under review.

> Location #3: 44579 Temescal Street in Newberry Springs, California

– Seized: 636 marijuana plants.

– Suspects: 64 year old Khansone Naphakdy of Fresno, California

– Charges: Charges of Cultivation of Marijuana

** Search warrants served Wednesday, May 27th, 2015: **

> Location #1: 34962 Condor Road in Newberry Springs, California

– Seized: 1,415 marijuana plants

– Suspects: 55 year old Nourak Nou Kayavongsa of Porterville, California, 61 year old Khamphong Xaypanya of Fresno, California, 49 year old Jeff Chay Khamsomphou of Newberry Springs, California, and 50 year old Thana Koumliene of Fresno, California

– Charges: Charges of Cultivation of Marijuana under review.

– Seized: 3,110 marijuana plants and 50 pounds of marijuana seized

– Suspects: 28 year old Jerrold Bahn of Newberry Springs, California, 34 year old Malayphone Koulavongsa of Las Vegas, Nevada, 21 year old Hunter Hayden of Las Vegas, Nevada, 29 year old Souk Polsena of Fresno, California, 40 year old Bounleuth Sinsarady of Las Vegas, Nevada, 27 year old Asdawut Yatprachum of Las Vegas, Nevada, 35 year old Pang Koulavongsa of Las Vegas, Nevada, and 40 year old Keo Souvannasane of Las Vegas, Nevada,

– Charges: Arrested and Charged with Cultivation of Marijuana / Possession for Sales of Marijuana / Transportation and Furnishing of Marijuana / Conspiracy to Commit a Crime (aforementioned offenses).

On Monday, January 26th, 2015, a Barstow Police Department Officer’s body cam video captures an incident involving 2 woman, a Caucasian woman and an African American woman who was 8 months pregnant, who were reportedly in an argument with each other outside a school in Barstow, California.

In the video, the African American woman who was 8 months pregnant, can be seen being handcuffed and brought to the ground on her stomach after refusing to show the Barstow Police Department Officer identification and after walking away well on the phone.

The African American woman was charged with resisting arrest, but a judge dismissed the charge.

The American Civil Liberties Union (A.C.L.U.) is alleging it was a wrongful arrest incident involving an 8 months pregnant African American woman, identified as Charlena Michelle Cooks of Barstow, California, who was wrestled to the ground.

But, the City of Barstow is saying that the Barstow Police Department Officer acted properly in the January 2015 arrest of Charlena Michelle Cooks and that a charge of resisting arrest against her was dropped.

The Barstow Police Department issued a statement saying, “It is apparent that Ms. Cooks actively resisted arrest…this incident was in no way racially motivated.”

An investigation reportedly started on Tuesday, May 26th, 2015 regarding the Barstow Police Department incident.

According to the American Civil Liberties Union (A.C.L.U.), Charlena Michelle Cooks shouldn’t have been arrested for failure to identify herself. A person who is not suspected of a crime has no obligation to identify herself. Even if a law enforcement officer is conducting an investigation, in California, law enforcement officer can’t just require a person to provide identification for no reason.

The law enforcement officer can ask for identification, but the person can say no.

“In California, as long as the request for ID is not reasonably related to the scope of the stop, you have the right to refuse to show your ID to law enforcement except in the following cases: If you’re driving and pulled over, you need to show ID. If you have been arrested or booked, show your ID,” said the American Civil Liberties Union (A.C.L.U.).

The Barstow Police Department Officer’s body cam video of the incident was posted online reportedly by the American Civil Liberties Union (A.C.L.U.).

Last week, the City of Barstow and the American Civil Liberties Union (A.C.L.U.) announced a settlement in a separate case, in which 2 brothers were arrested for refusing to identify themselves to Barstow Police Department Officers.

In that incident, which occurred in January 2014, a customer at a taco restaurant allegedly accused the 2 men and others in the restaurant of stealing from him.

When Barstow Police Department Officers arrived, they asked the 2 brothers, identified as Jesse and Robert Katz, for identification, and the 2 brothers refused and the 2 brothers were each charged with obstructing a police officer.

An agreement in that case called for the City of Barstow to distribute to Barstow Police Department Officers a training bulletin advising their law enforcement officers that, with the exception of drivers questioned during traffic stops, citizens are not required to identify themselves.

The City of Barstow agreed to end “stop and identify” arrests and paid a $30,000 settlement to the 2 brothers after an American Civil Liberties Union (A.C.L.U.) complaint.

According to the San Bernardino County Sheriff’s Department’s Coroner’s Office, 31 year old Sabrina LaVelle Bell-Gordon of Hesperia, California died at around 12:20am PT on Friday, May 29th, 2015 after being injured in an extreme attraction at the San Bernardino County Fair in Victorville, California.

Sabrina LaVelle Bell-Gordon suffered injuries after participating in the “FreeDrop USA” attraction at around 7:15pm PT on Thursday, May 28th, 2015.

Sabrina LaVelle Bell-Gordon was airlifted to the Victor Valley Global Medical Center.

The “FreeDrop USA” attraction is closed as investigators try and figure out what went wrong.

Authorities are inspecting the attraction’s scaffolding.

The attraction called the “FreeDrop USA” involves people jumping from the top of a structure and free falling onto a giant air pillow.
