A Needles City Council, Needles Public Utility Authority, and Successor Agency to the Redevelopment Agency Meeting and an Oath of Office Ceremony was held on Tuesday, December 13th, 2016 inside the Needles City Council Chambers in Needles, California.

**** Needles Public Utility Authority / Needles City Council Consent Calendar: ****

All matters listed on the Consent Calendar are Considered to be routine and will be enacted by one motion in the form listed. The Mayor or any member of the Needles Public Utility Authority / Needles City Council may pull an item from the Consent Calendar for discussion. Prior to Needles Public Utility Authority / Needles City Council action, a member of the public may address the Needles Public Utility Authority / Needles City Council on matters Scheduled on the Consent Calendar. A 3 minute time limit per person applies. Recommended Action: Approve items #1 through #6 on the Consent Calendar by affirmative roll call vote.

– Agenda Items #1: Needles Public Utility Authority: Approve the minutes of the regular meetings of August 9, September 27 and October 11, 2016.

– Agenda Items #2: Needles Public Utility Authority / Needles City Council: Approve Change Order #1 to Western Construction Specialists in the amount of $13,678.28 to increase the size of the concrete pads to allow size variation of equipment and add an additional concrete pad to store two transformers – total bid amount of $28,678.28.

– Agenda Items #3: Needles Public Utility Authority / Needles City Council: Accept the work completed by Western Construction Specialists for the concrete work at Bush Street Substation in the amount of $28,678.28 and authorize staff to file a Notice of Completion with the San Bernardino County Recorder.

– Agenda Items #4: Needles Public Utility Authority / Needles City Council: Accept the bid from Outsource Utility Contractors in the amount of $750 per hour for a 4 person certified power line crew, including equipment, to assemble the relocated Bush Street Substation with parts already purchased by the City of Needles and authorize staff to issue a Notice of Award and Notice to Proceed; estimated Cost $150,000.

– Agenda Items #5: Needles Public Utility Authority / Needles City Council: Purchase of property at 417 N. K Street (Assessor’s Parcel #0185-109-43) for the K Street Lift Station project (purchase price of $7,500).

Members of the Needles City Council unanimously voted to approve Resolution 2016-68 reciting the facts of the Nov. 8 general municipal election, declaring results and other matters as provided by law.

Afterwards, a presentations was held thanking outgoing members of the Needles City Council Tony Frazier and Tom Darcy for their service on the Needles City Council.

Both Tony Frazier and Tom Darcy spoke about their moment on the Needles City Council and thanked everybody, including Tom Darcy thanking everybody by giving away reusable bags so when they go shopping.

After a short break so for everybody to enjoy delicious cookies, cupcakes, and coffee, the seating of the newly elected City of Needles Mayor and Needles City Council Members was done and the rest of the meeting continued.

Members of the Needles Public Financing Authority unanimously voted to adopt Resolution NPFA 2016-3 and Resolution NPFA 2016-4.

Needles City Council Action: Resolution No. 2016-71 authorizing the execution and delivery of an Amended and Restated Joint Exercise of Powers Agreement forming the Needles Public Utility Authority; and Resolution No. 2016-72 authorizing the execution and delivery of an Amended and Restated Joint Exercise of Powers Agreement forming the Needles Public Financing Authority.

Members of the Needles City Council unanimously voted to adopt Resolution 2016-71 and Resolution 2016-72.

Successor Agency to the Redevelopment Agency Action: Resolution No. 12-13-2016-SARDA approving an Amended and Restated Joint Exercise of Powers Agreement forming the Needles Public Utility Authority; and Resolution No. 12-13-2016-1-SARDA approving an Amended and Restated Joint Exercise of Powers Agreement forming the Needles Public Financing Authority.

Members of the Successor Agency to the Redevelopment Agency unanimously voted to adopt Resolution 12-13-2016-SARDA and Resolution 12-13-2016-1-SARDA.

– Agenda Items #16: Public hearing noticed to consider all evidence and testimony for or against amendment of Sections of Ordinance 576-AC, Chapter 12A of the Needles Municipal Code, and amendment of Section 96.01 of the Needles Zoning Code related to distribution and transportation of marijuana.

Members of the Needles City Council unanimously voted to adopt Ordinance 588-AC amending the city code and zoning code related to distribution and transportation of marijuana.

Recommended Action: Approve items #17 through #19 on the Consent Calendar by affirmative roll call vote.

– Agenda Items #17: Approve the revised Rules and Regulations relating to the operation of the Needles Riverview Cemetery adding a section regarding disinterments.

– Agenda Items #18: Waive the reading and adopt Resolution Number 2016-73 increasing membership on the Cemetery Advisory Commission to five appointed voting members and one non-voting technical advisor and authorize advertising the two additional new vacancies.

– Agenda Items #19: Authorize the City Clerk to publish a notice of the vacancies on the various Boards and Commissions due to the expiration of terms as of December 31, 2016 and other vacancies.

Members of the Needles City Council unanimously voted to approve all of the agenda items: #17 through #19. 

 

**** Regular Items #2: ****

– Agenda Items #20: Authorize the newly elected council members to attend the League of California Cities 2017 New Mayor and Council Members Academy scheduled for January 18-20, 2017 in Sacramento.

Members of the Needles City Council 5-1 voted to approve for Needles City Council Member Tona Belt to go to the League of California Cities 2017 New Mayor and Council Members Academy.

Needles City Council Member Tona Belt abstain from voting.

City of Needles Mayor is unable to go so Needles City Manager will be going instead.

– Needles City Manager Rick Daniels spoke about a various of topics, including the upcoming housing project, 2 new hotels wanting to be build, extra power request, and traffic safety.

– Needles City Council Member Shawn Gudmundson spoke about Desert Vista residents concerns over fire hydrant,  turned off and fire protection.

– Needles City Council Member Louise Evans concern over wastewater and water, especially for the school district – their charges, and school fees.

– Needles City Council Member Clayton Hazlewood asked about future parking plans because of the no parking zone along J Street next to the baseball field and spoke about wanting to see a sidewalk along Lilyhill Drive, west of Bailey Avenue to Coronado Street.

– Needles Vice Mayor Jeff Williams agreed with Needles City Council Member Louise Evans about having the Needles City Attorney look at the school charging fees that’s effecting residential growth.

Needles Vice Mayor Jeff Williams then spoke about wanting the Needles City Manager and members of the Needles City Council to look into and talk with a new Internet provider called Tri-State WiFi. Needles Vice Mayor Jeff Williams told members of the Needles City Council that he has the service at his home and at Tri State Community Healthcare Center, and haven’t had any drops or issues with their service. Tri-State WiFi proposed, which Needles City Manager Rick Daniels has to look over, for Free WiFi for the City. Currently, Tri-State WiFi has been testing the internet service in the area with several businesses, including River Valley Air Conditioning Inc., Wagon Wheel Restaurant, and ZachNews which will be having a news report on this new internet provider and their plans for Needles, California.

– Needles City Council Member Tona Belt thanked everybody who voted for her and wanted to make sure that everybody knows that she is here for you, the community, and if you have any though and ideas to bring up please let her know anytime.

– Needles City Council Member Robert Richardson, M.D. thanked the San Bernardino County Sheriff’s Department for their service, spoke about his tour of the new San Bernardino County Fire Station 32, and thanked all of the employees with the City of Needles for their hard work.
