A Needles Planning Commission Meeting was held on Wednesday, February 15th, 2017 inside the Needles City Council Chambers in Needles, California.

– Agenda Item #6 (A):

Application from Mr. Matt Bates to change the General Plan designation for APN 0660-162-06, 3515 Needles Highway, from Residential Medium Density (RM) designation to a Highway Commercial (CH) Designation. Property is located on Needles Highway in the vicinity of Rainbo Beach RV Park.

Resolution No. 02-15-2017-1 PC recommending approval of a proposed General Plan Amendment from a Residential Medium Density (RM) designation to a Highway Commercial (CH) Designation for property known as APN 0660-162-06, located at 3515 Needles Hwy.

Members of the Needles Planning Commission unanimously voted to approved all of the findings and Resolution No. 02-15-2017-1 PC.

Application from Mr. Matt Bates for a Conditional Use Permit for a medical marijuana cultivation facility in the “Highway Commercial (C-3) zone, APN 0660-162-06, located at 3515 Needles Highway.

Resolution No. 2-15-2017-2 recommending approval of a Conditional Use Permit for a Medical Marijuana Cultivation Facility known as APN 0660-162-06, located at 3515 Needles Highway.

Members of the Needles Planning Commission unanimously voted to approved all of the findings and Resolution No. 2-15-2017-2, adding: “That all structures, building walls, and the 6 foot perimeter block wall along the front of the side “River Road” and 20 foot return end corners – open to public views – shell remain free of graffiti or other extraneous markings, drawings, or signage that was not approved by the City of Needles, unless directly related to the business being operated on the premise or otherwise providing current information of such premises. The remaining 3 sides of the perimeter will be fenced with an 8 foot chain link fence. In the event of graffiti or any other extraneous markings occur, the applicant shell remove or cover such markings, drawings, or signage within 24 hours of notification in such occurrence; weather permitting. Paint utilizing covering such markings shell be of color that matches as closely as possible the color of the abstract surface.”

Members of the Needles Planning Commission unanimously voted Bob Rath as Chairperson and Linda Kidd as Co-Chairperson.

 

– Agenda Item #6 (D):

Amendment to CUP “12-12-2016-1”, 1804 Needles Highway, Applicant: Milburn.

This agenda item was information only and no vote was taken by members of the Needles Planning Commission.

Members of the Needles Planning Commission discussed and asked Needles City Manager Rick Daniels about work being done near paradise along Needles Highway; the Needles Highway improvement and the Interstate 40 / Arizona Highway 95 Connector projects; the map of where all of the new medical marijuana industries are being placed in the City of Needles and how information is getting out.
