A Needles Board of Public Utilities Meeting was held on Tuesday, February 21st, 2017 inside the Needles City Council Chambers in Needles, California.

All matters listed on the Consent Calendar are considered to be routine and will be enacted by one motion in the form listed. The Chairman or any Member of the Board may pull an item from the Consent Calendar for discussion. Prior to Board action, a member of the public may address the Board on matters scheduled on the Consent Calendar. A 3 minute time limit per person applies. Recommended Action: Approve Items #1 through #2 on the Consent Calendar by affirmative vote.

– Agenda Item #1: Minutes of adjourned regular meeting held February 7, 2017.

– Agenda Item #2: Approve a solar subsidy rebate in the amount of $6,552 to Thomas Terral for completion of a rooftop photovoltaic system at 1345 Lily Hill Drive.

Members of the Needles Board of Public Utilities unanimously voted to approve agenda items #1 and #2 on the Consent Calendar.

Resolution No. 2-21-17 BPU authorizing funding in an amount not to exceed $82,000 for the completion of a 2015 capital improvement to construct a new electrical circuit from Eagle Pass Substation to a location in the vicinity of Columbus Drive.

Members of the Needles Board of Public Utilities unanimously voted to approve Resolution No. 2-21-17 BPU.

During discussion on the agenda item, talk a proposed medical marijuana cultivation facility at the old Taco Bell building.

On Tuesday, March 29th, 2016, Taco Bell permanently closed their fast food restaurant located at 2603 Columbus Street in Needles, California and the building has sat empty since.

ZachNews will be receiving more information on this medical marijuana cultivation facility at the old Taco Bell building and will post that information soon.

Resolution No. 2-21-17-1 BPU authorizing funding in an amount not to exceed $82,000 for the replacement of an undersized transformer at the Topock Substation and the upgrade of jumper connectors at the No Name Substation to allow for additional electric capacity in the city

Members of the Needles Board of Public Utilities unanimously voted to approve Resolution No. 2-21-17-1 BPU.

**** City Manager’s Report: ****

During City Manager’s Report, Needles City Manager Rick Daniels talked about the “Bill Yoney Substation” (formerly named Bush Street Substation) and parts being ordered for the substation.

Needles City Manager Rick Daniels then talked about the Needles City Council renaming the Bush Street Substation to the “Bill Yoney Substation”.

Needles City Manager Rick Daniels also talked about a gas station along J Street and the gallons of gas that were pumped was haft of what it was before it was closed off due to the Interstate 40 / Arizona Highway 95 Connector Project. 

Needles City Manager Rick Daniels then talked about trouble finding shut off valves on J Street so to cut off the water that runs up the hill from the intersection of West Broadway and K Street where as part of the Interstate 40 / Arizona Highway 95 Connector Project, the water line is being lowered as a new retaining wall is going to be build.

This water line problem is part of the reason why the 2 week West Broadway closure, named “Needles Jam”, hasn’t occur yet between J Street and L Street in Downtown Needles, California. 

A meeting at the City of Needles’ Administration Office will be happening on Wednesday, February 22nd, 2017 where updated information regarding the West Broadway closure will hopefully be be provided.

During Board Requests, members of the Needles Board of Public Utilities asked and talked about California’s Sanctuary State and Seceding from the United States of America; concerns of what this will mean to our water agreement regarding the Colorado River. 

Members of the Needles City Council decided to place the California’s Sanctuary State and Secession matter on the agenda for their next Needles City Council Meeting to take action on. The next Needles City Council Meeting will be held on Tuesday, February 28th, 2017, inside the Needles City Council Chambers located off the J Street, next to the San Bernardino County Sheriff’s Department’s Colorado River Station sign and flag pole, at the Needles Civic Center located at 1111 Bailey Avenue in Needles, California.

Parking is located around the Needles Civic Center just off of J Street near the Needles Recreation Center or just off of Bailey Avenue near the San Bernardino County Needles Branch Library building.

The Needles City Council and Needles Public Utility Authority Meeting will start at 6:00pm PT unless there’s Executive Session. 

Members of the Needles Board of Public Utilities also asked and talked about capital improvement projects and the cost for the City of Needles.
