All matters listed on the Consent Calendar are considered to be routine and will be enacted by one motion in the form listed. The Chairman or any Member of the Board may pull an item from the Consent Calendar for discussion. Prior to Board action, a member of the public may address the Board on matters scheduled on the Consent Calendar. A 3 minute time limit per person applies. Recommended Action: Approve Items #1 through #3 on the Consent Calendar by affirmative vote.

– Agenda Item #1: Minutes of regular meeting held February 21, 2017.

– Agenda Item #2: Authorize Lincus Inc. to complete the 2016 greenhouse gas (GHG) verification services at a cost not to exceed the proposed quote of $4,206.

– Agenda Item #3: Approve the revised project budget for the relocated Bill Yoney Substation (formerly known as the Bush Street Substation) on NPUA property located between Vine and Bush Streets west of R Street.

Members of the Needles Board of Public Utilities unanimously voted to approve agenda items #1 and #2 on the Consent Calendar and to pull agenda item #3 from the Consent Calendar for discussion.

Authorize staff to move forward with a proposed wastewater public education/outreach program to include a food servicing grease trap pumping and inspection pilot program and residential fats, oil and grease public education flyer.

Members of the Needles Board of Public Utilities unanimously voted to approve agenda item #5.

Authorize staff to move forward with a proposed water public education/outreach program to include a toilet replacement pilot project and youth outreach program.

Members of the Needles Board of Public Utilities voted 6-1 to approve agenda item #6. Needles Board of Public Utilities Member Mike Schneider voted “No”.

**** City Manager’s Report: ****

During City Manager’s Report, Needles City Manager Rick Daniels talked about a variety of topics, including:

  • Reverse Osmosis (R.O.) systems and medical marijuana facilities, and what to do with the collected the waste water; container or reservoir.
  • Broken fire hydrants in the City of Needles. At least 6 fire hydrants are reported broken and needing to be replace. Cost for a new fire hydrant is $3,000 each and would take 2 people about 3-4 hours to do the work.
  • Discussion regarding a “Community Business Problem” over a service station in Needles, California getting behind on their utility payments and receiving “Red Letter” notifications.

During Board Requests, members of the Needles Board of Public Utilities asked and talked about a variety of topics, including:

  • Thanking staff and the Vasquez & Company for their work on the audit.
  • California’s saving water law.
  • Making sure to have a process in place for medical marijuana facilities getting power so to prevent somebody from trying to scraping wires and metals causing power interruptions.
  • Loss of harvest (marijuana); discussing the process of what is done if a medical marijuana facility losses their harvest, what they do to the dead plant and disposal.
  • Discussing the process regarding Reverse Osmosis (R.O.) systems and soft water system in the City of Needles.
