A Needles Board of Public Utilities Meeting was held on Tuesday, April 18th, 2017 inside the Needles City Council Chambers in Needles, California.

Members of the Needles Board of Public Utilities unanimously voted to approve Agenda Item #1.

Retroactively approve to January 1, 2017 the 2.82% increase in remuneration for EUSI, LLC, which increase is called out in Section 4.1 of the Agreement for Wastewater Systems Operations.

Members of the Needles Board of Public Utilities unanimously voted to approve Agenda Item #2.

Approve a budget increase for electric materials purchases in the amount of $200,000 from developer deposits for south side electrical improvements.

Accept the WAPA offer to increase a power allocation to 60MW and direct the City Manager/General Manager to execute agreements and direct the system modifications.

Members of the Needles Board of Public Utilities unanimously voted to approve Agenda Item #4.

During City Manager’s Report, Needles City Manager Rick Daniels talked about exercising fire hydrants and found 7 fire hydrants were out of commission. The replacing of those fire hydrants that were in needed of being fix or were old; 3 have been repaired, 2 have been replaced, and the rest still needing to be done. Fire hydrants costs; Replacement cost is $2,000 for a new fire hydrant and labor, and $200 to repair a fire hydrant and labor. 

Needles City Manager Rick Daniels then talked about discussions with Pacific Gas and Electric, and expect to bring to members of the Needles Board of Public Utilities an agreement, in the next 2 months, about them funding the Park Moabi Line; a $12 to $15 million dollars project.

During Board Requests, members of the Needles Board of Public Utilities asked Needles City Manager Rick Daniels a variety of topics.

Needles City Manager Rick Daniels was asked about what ever happened to our big solar project. Needles City Manager Rick Daniels said that it started off as Mohave Valley Energy, then a Greek company became the financier, and they decided not to proceed with that project, but all of our cost were covered by the deposits we put into place. 

Needles City Manager Rick Daniels was asked about if an issue get resolved regarding the first facility that was built, violating wastewater; from the salt water softener system – they had to correct. 

Needles City Manager Rick Daniels said that they (the facility) disconnected the salt water softener system and the second salt water softener was about to be connected, but decided to go with reverse osmosis system instead.

Needles City Manager Rick Daniels also said that they (the facility) is no longer using the salt water softener system and we are not permitting the new cultivation facilities to use the salt water softener system and we;re requiring that their – what they dumped into our system be tested every 6 months, so we’re requiring lab tests.

Needles City Manager Rick Daniels was asked about if the City of Needles’ Code Enforcement had resigned. Needles City Manager Rick Daniels said that “Yes, our Code Enforcement Officer has left” adding that we’ve advertised and have 9 people who have applied.
