A Needles City Council and Needles Public Utility Authority Meeting was held on Tuesday, April 25th, 2017 inside the Needles City Council Chambers in Needles, California.

Needles City Council Member Robert Richardson M.D. participated via teleconference from Lancaster, California and Needles Vice Mayor Jeff Williams had an excused absence; medical related.

Reading written comments by David Buckley into the record, Ruth Musser-Lopez read David Buckley’s comments during Public Appearance.

David Buckley, in his written comments, talks about Assistant San Bernardino County Fire Department Chief Tom Marshall and him wrongfully attacking the credibility of a reporter for the San Bernardino County Sentinel who were reporting on the Americas Best Value Inn fire in Needles, California.

The San Bernardino County Sentinel has posted what they said what happened that day on their website.

Terry Campbell spoke during Public Appearance about a recent cleanup event at the Route 66 Needles Wayside Rest Stop and said that they recently received a grant for the Fort Mojave Indian Tribe.

Terry Campbell then said in response to the grant and with copyright permission, to use the symbol used from the Fort Mojave Indian Tribe and for Route 66, for a sign at the park in the near future.

Terry Campbell then showed members of the Needles City Council the sign that read “Native  Route 66” on top and “Fort Mojave Indian Tribe” below.

Ruth Musser-Lopez spoke during Public Appearance about the recent ruling by the court of a former San Bernardino County Sheriff’s Department Deputy who was found guilty on Thursday, March 30th, 2017 in a controversial beaten of a man after a police pursuit near Apple Valley, California.

Ruth Musser-Lopez also spoke about another incident involving local deputies with the San Bernardino County Sheriff’s Department regarding a man who was run over by their patrol vehicle as he was jogging in Needles, California.

Ruth Musser-Lopez told members of the Needles City Council that she have put 2 resolutions, for the California Democratic Party to review at their convention in May 2017, which looks at both automated arrest cameras and the reporting of excessive force by law enforcement.

Public hearing noticed to consider all evidence and testimony for or against a Conditional Use Permit for a Medical Marijuana Cultivation Facility, comprised of two buildings, in the “General Commercial” (C-2) zone, in the vicinity of the former Taco Bell site off of Columbus Drive, APN 0660-081-30; Applicants Sharon Brown and Cheryl Montanez.

Approve the Findings of Facts

Resolution No. 2017-34 approving a Conditional Use Permit for a Medical Marijuana Cultivation Facility located within APN 0660-081-30 and adoption of a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program.

Members of the Needles City Council voted 4-1 to approve Agenda Item #2, adding to the conditions, brick wall and rod iron fencing. Needles City Council Member: Louise Evans voted “No” on Agenda Item #2.

The vote came after a first voted failed to pass and a reconsider vote was done, allowing for another vote on this agenda item.

Also, there was discussion over the old Taco Bell property over what was going to happen to that property, what members want to see go into that property; a retail or fast food place, and if the City of Needles should be telling a business what should or shouldn’t be done to the Taco Bell property.
