Breaking News!!: Downtown Needles, CA: Identification on man found dead behind El Garces Train Depot confirmed.

ZachNews has confirmed information, including an age and name, of the man who was found dead behind the El Garces Train Depot in Downtown Needles, California on Monday, July 6th, 2015.

According to the San Bernardino County Sheriff’s Department’s Coroner’s Office, the man is identified as 45 year old Curt Chavez, a transient.

ZachNews has also learned from the San Bernardino County Sheriff’s Department’s Coroner’s Office that the time of death was at 19;03, and the cause of death is still pending and can take weeks to months for results.

ZachNews has learned from employees at the Needles Area Transit Office that they have been in contact with the man’s family in Kingman, Arizona and are working to return his personal belongings that were left behind went he was taken away.

The Needles Area Transit Office, which is their new office location, is just around the corner from where the man’s body was located.

ZachNews is working on getting more details and if the family is needing help in saying good bye to Curt Chavez.

The man was found dead behind the El Garces Train Depot which is located on the 900 block of Front Street in Downtown Needles, California at 7:03pm PT on Monday, July 6th, 2015.

On Tuesday, July 7th, 2015, ZachNews got a message from San Bernardino County Sheriff’s Department Public Information Office’s Cindy Bachman regarding the man found dead behind the El Garces Train Depot.

According to the San Bernardino County Sheriff’s Department Public Information Office’s Cindy Bachman, “On Monday, July 6, 2015 at 7:03 p.m. deputies were called to the location, along with medical aid and found an adult male deceased. The call indicates no sign of foul play. A Coroner Investigator responded and the Coroner will determine the cause of death.”

A dead body has been found along the platform area behind the El Garces Train Depot located on the 900 block of Front Street in Downtown Needles, California.

The call came in at around 7:20pm PT on Monday, July 6th, 2015.

ZachNews Photojournalist Zachary A. Lopez arrived to the west side parking lot of the El Garces Train Depot where at least 2 San Bernardino County Sheriff’s Department vehicles and a San Bernardino County Fire Department engine was there.

At least 2 San Bernardino County Sheriff’s Department Deputies and 3 San Bernardino County Fire Department Firefighters where seen later standing around the body which was covered up with a yellow tarp and when partly uncovered, the person was wearing light blue jeans and possibly no shirt.

At this moment, San Bernardino County Sheriff’s Department is saying that it’s a transient that was found behind the El Garces Train Depot and is still being investigated.

The west side platform area behind the El Garces Train Depot as well as part of the parking lot near H Street and Front Street is closed as the San Bernardino County Sheriff’s Department wait for the body to be picked up and move from the area.

– Agenda Item #2: The Motion was to approve. The Vote was 5 Yes, 0 No, and 1 Abstain.

– Agenda Item #3: The Motion was to approve. The Vote was Needles Public Utility Authority Action was 5 Yes, 0 No, and 1 Abstain. The Vote was Needles City Council Action was 4 Yes, 0 No, and 1 Abstain.

** Other Importation Information Discussed: **

– Members of the Needles City Council talked about working on securing the old Overland Motel property with possible security guard.

The old Overland Motel closed in August 2011 and residents were relocated to other motels. Since the closure, the old Overland Motel has become a home for trash, debris collecting, and somewhere homeless people can sleep inside because there isn’t enough places for the homeless in the Needles, California area.

 

– Members of the Needles City Council talked about a delay in getting the new offices for the Needles Area Transit (N.A.T.) inside the west end side of the El Garces building in Downtown Needles, California.

The delay has to do with the lighting fixtures inside the new Needles Area Transit (N.A.T.) offices and will be delayed by 2 weeks or sooner with no additional cost to the project.

 

– Needles City Attorney John Pinkney informed members of the Needles City Council talked about a lawsuit with the California Department of Finance regarding a loan the City of Needles gave to the Redevelopment Agency which has been defunct and that the State of California refuses to pay back which came out of the City of Needles’ General Funds.

According to Needles City Attorney John Pinkney, a trial date has been set for Thursday, June 4th, 2015.

In October 2011, the State of California dissolved Redevelopment Agencies.

Since that, the City of Needles created the Successor Agency to the Redevelopment Agency (S.A.R.D.A.) to finish any left over work that the City of Needles needed to be completed which included repaying 2 loans.

The California Department of Finance agreed to allow the Successor Agency to the Redevelopment Agency (S.A.R.D.A.) to repay at least one of the loans in 2013, but not the other loan.

The City of Needles reportedly received $100,000.00 annually from Successor Agency to the Redevelopment Agency (S.A.R.D.A.) and that was to continue until the obligation is paid.

But, the California Department of Finance reportedly didn’t allow Successor Agency to the Redevelopment Agency (S.A.R.D.A.) to repay an administrative fees loan.

The City of Needles approved initiating litigation against the California Department of Finance believing that they have a legitimate loan that needs to be repaid.

But, the California Department of Finance says that fees loan were paid off and that it was made after the first 2 years of the Redevelopment Agency’s existence.

 

**** Telling the public during Needles City Council Members Requests, Needles City Council Member Louise Evans explained why she was voting “Abstain” on all of the agenda items which she said was because of a little conflict of interest issue with her employment and awaiting appointment which she hopes will be soon. ****
